Tilly was the last of 9 children born of Thomas Gilbert (1723-1788) and the last of 4th children born of his 3rd wife Jemima (Nichols) Cutler (1733-1814). Tilly's siblings were: Ezra (b. 1745), Lois (1748-1804), Persis (1750-1835), Eli (1753-1756), Thomas (1755-1756), Eli (1764-1766), Eliel (1766-1830), and Sarah (1769-1810).

Tilly married, February 12, 1793 at Fair Haven, Rutland County, Vermont, Martha [Patty] LeBaron (1772-1852).
