U.S. Congressman. After graduating from the University of Pennsylvania, in 1901, he graduated from the University of Pennsylvania Law School, in 1907 and went into private practice in Philadelphia. He served on the board of Pennsylvania Engineers on the Mexican border, in 1916, was commissioner for Texas, in 1918, to take the vote of servicemen at cantonments and was attorney for the conscription board, during World War I. In 1923, he was elected as a Republican to the Sixty-eighth Congress and to the next succeeding Congress, serving until 1927. He was again was elected to the Seventy-first Congress and to the next two succeeding Congresses, serving until his death at age 54.
