Howard C. Bush was born July 14, 1905, west of Guss, Iowa, son of Lawrence Bush and Elnora Huss. In 1913, he went to Anitioch school in Taylor County, Iowa.

In 1917, his family moved to Clearfield where he attended Bailey elementary school and Clearfield High School. In high school, he played on the football and basketball teams. In 1927, he worked at the Farmer's Store in Gravity. In May of the following year, he drove west with relatives to visit his Aunt Vesta Bush who had a homestead in Ephrata, Washington.

He purchased a restaurant in Clearfield in 1928, and married Harriett Bailey, daughter of Harve Bailey. He sold the restaurant and moved to his Dad's farm but they lost the farm during the Depression due to crop failure. About 1936, they moved to Ephrata, Washington where he worked for Washington Water & Power Company and Harriett was chief deputy in the Grant County Auditor's Office for 31 years. Howard also served as a volunteer for the Ephrata Fire Department.
