Civil War Union Army Officer. He was mustered in as Sergeant Major, Field and Staff, 58th Pennsylvania Volunteer Infantry on September 16, 1861. He was promoted first to 2nd Lieutenant of Company B on August 21, 1863, then to 1st Lieutenant om March 25, 1864. He was honorably mustered out on November 10, 1864.

He was the son of Reverend Benjamin Reed Loxley.
