US Congressman, US Senator. An 1849 graduate of Harvard University Law School, Cambridge, Massachusetts, he was admitted to the Massachusetts State Bar Association after graduation and began a private law practice in Worcester, Massachusetts. He was elected to the Massachusetts State House of Representatives in 1852 and five years later, to the Massachusetts State Senate. In 1868 he was elected as a Republican to first represent Massachusetts’ 8th, then 9th Congressional District in the United States House of Representatives, serving from 1869 to 1877. During his House tenure, he served as both a manager for impeachment proceedings against Secretary of War William Worth Belknap and as a member of the electoral commission that was created by Congress to decide the winner of various disputed states in the 1876 Presidential Election. After serving four terms in the House he was elected in 1877 as a Republican Senator from Massachusetts to the United States Senate. He served five terms from 1877 until he passed away while in office in 1904. While in the Senate, he served as Chairman of several committees including Judiciary, Privileges and Elections, and the Library. During his legislative tenure, he also served as both an overseer of Harvard University and a regent of the Smithsonian Institution.
