Robert was the son of Patrick and Margaret McCullough Phinney (Finney). His brothers included William, James, Thomas, Christopher, Hugh, and Charles; one sister named Mary.

He married Sarah Ann Griffin November 6, 1845; they had one daughter named Mary Margaret.

Robert was one of three elders of the Clinton Presbyterian Church elected by charter members (founded in the 1840's).

From the Diary of William Plumer Jacobs, Founder of Presbyterian College (1937): "Dear old Brother Phinney went home after preaching and fell dead entering his room. My heart is sore thinking of it. His hand was my first welcome to Clinton...."
