Monsignor Luis Robles Díaz, Former Vice-President of the Pontifical Commission for Latin America and Archbishop of the Titular See of Stephaniacum, was born on March 6, 1938, in El Grullo, Jalisco, México, and was ordained to the priesthood at the age of 25, for the Diocese of Autlán, Jalisco, on April 14, 1963.

Sent to Rome by his Bishop, Robles Díaz underwent further studies in canon law, and assigned within the diplomatic service of the Holy See, he collaborated within the Apostolic Nunciatures of Honduras, South Africa, Ethiopia, Sri Lanka and Colombia.

Pope John Paul II named him as Apostolic Nuncio to Sudan, at the age of 46, receiving his episcopal consecration with the Titular Archbishopric See of Stephaniacum, on April 9, 1985 from Cardinal Ernesto Corripio y Ahumada assisted by Bishop José Maclovio Vásquez Silos and Archbishop José Fernández Arteaga.

Appointed Pro-Apostolic Nuncio to Uganda on March 13, 1990, and was later named Apostolic Nuncio to Cuba on March 6, 1999.

On October 4, 2003, Msgr. Robles Díaz was furthermore appointed as Vice-President of the Pontifical Commission for Latin America. The Archbishop died at the Santo Spirito Hospital in Rome, aged 69, on Saturday, April 7, 2007, where he had been recovered three days earlier after suffering a cardiac arrest.

Following Solemn Requiem Mass, celebrated at Saint Peter's Patriarchal Vatican Basilica, on Wednesday, April 11, presided by Cardinal Tarcisio Bertone SDB., Secretary of State of the Vatican City, with the presence of Cardinals Giovanni Battista Re, Javier Lozano Barragán, Angelo Sodano, and Darío Castrillón Hoyos, his body was taken to his native country, where he was interred inside the Iglesia de Nuestra Señora de Guadalupe, in El Grullo.
