He married 2nd on November 19, 1927, Wellsburg, West Virginia, to Rowena L. Hannan, a sister of Adda Louise. They divorced on February 27, 1929, Detroit, Wayne County, Michigan. Rowena was an educator in Detroit, but moved home to Ohio for the summers.
He married 3rd on March 7, 1929, to Mrs. Helen Viney Webb, formerly Mrs. Harry Leslie Webb.
They were living in Ravenna, Ohio, at the time of the 1930 census. He was a shoe store merchant.
He was divorced at the time of his death.
The 1930 census shows Richard and Dale to be Elgen’s stepsons, and presumably Helen’s sons by her marriage to Mr. Webb, because in the 1940 census Elgen, Helen, Richard, Dale and Joanne are all in the same household, and this time the boys are listed with last name of Webb and as Elgen’s foster sons. It does seem that Joanne is Elgen’s daughter with Helen, as she was born in 1930.
