Leonard was born to George Williard Perry and Charlotte Julia Fullmer Perry. He first married Nellie Colton on 7 October 1921 and they had two sons: Clifton and Neldon Perry. Soon after Neldon was born in 1925, Nellie died. Second, he married Beulah Harriett Baker (Mrs. Hiatt) on 20 February 1930 in the Salt Lake Temple. She had children: Preston L., Kent C., Nichola, and Phyllis Ray Hiatt with her first husband, Raymond Scott Hiatt.
