US Congressman. He graduated from South Carolina College (now the University of South Carolina), attended Connecticut's Litchfield Law School, and became an attorney in 1805. Active in the militia, he eventually attained the rank of Colonel. He served in the South Carolina House of Representatives in 1806 and the South Carolina Senate from 1810 to 1812. In 1812 he was elected Lieutenant Governor and served one term. In 1817 he was the successful Democratic-Republican candidate for the seat in the US House of Representatives that was left vacant when John C. Calhoun resigned to accept appointment as Secretary of War. Simkins served the remainder of Calhoun's term and one full term, January, 1818 to March, 1821. He did not run for reelection in 1820, and returned to practicing law in Edgefield while also operating his family's plantation, Cedar Fields, sometimes called Cedarfield. Simkins served again in the South Carolina House of Representatives from 1828 to 1829.
