Roswell Perrin was born and raised in Gouverneur. He was a member of the Gouverneur High School graduating class of 1929. Following graduation, he attended both Notre Dame and Cornell universities. On Valentines Day (Feb 14), 1932 he married Beatrice Burr. They had five sons and five daughters. Two of the children died as infants (Sally and Robert), two daughters died in 2008 (Annette Perrin Phelps and Lida L. Perrin), and six children survived him (Richard, Peter, Walter and Robert Perrin; Joanne McQuade and Nancy Fuller).
Roswell worked for the W.H. Loomis Talc Company for many years, and at the time of his death he was a purchasing agent for the International Talc Company in Gouverneur.
