Simeon served in the Civil War with Co B of the 80th Ohio volunteer unit. Simeon served as a doctor and surgeon. He was listed in Caney, Montgomery Co, KS in 1884-1886 Kansas Grand Army of the Republic report.

Family records show birth as 21 Jan 1849 which is more consistent with his Civil War service. They also show parentage as Ralph Phillips and Jane Lemasters.

He was first married to Charlotte Giltner on 6 Jun 1870 in Livingston Co, MO. This marriage ended in divorce.
He later married Cynthia Ruth Cornwell on 20 Nov 1874. Family history shows that she belonged to the Cherokee Indian tribe. She died a few years later in 1878.
