Between 1950 and 1956, Cella served as director of the Studentato Teologico of the Missionaries of the Sacred Heart, until his appointment as parish priest of the community of Santa Teresa di Gesù Bambino in Palermo in 1956. He furthermore served as spiritual director within the Major Seminary of Palermo, adjunct secretary of the Sicilian Episcopal Conference and Episcopal Vicar for Pastorality to the Archdiocese of Palermo.
On July 26, 1975, he was appointed Auxiliary Bishop for the Metropolitan See of Palermo and received his episcopal consecration with the Titular See of Vissalsa on October 7, from Cardinal Salvatore Pappalardo, Archbishop of Palermo, assisted by Archbishops Francesco Fasola and Corrado Mingo.
Msgr. Cella was promoted to the sees of Veroli-Frosinone and Ferentino on June 6, 1981, succeeding Msgr. Michele Federici, who died tragically during an earthquake which hit Irpinia on November 23, 1980. The named dioceses where later joined into one see on September 30, 1986, and in turn, Cella was named as their first bishop. Retiring from the pastoral government aged 75 on July 9, 1999, he served as apostolic administrator until the nomination of Msgr. Salvatore Boccaccio as his successor.
Bishop Cella died at the age of 84, on Tuesday, May 27, 2008, at the Policlinico Gemelli of Rome, following complications related to Alzheimer's disease. Funeral Mass was celebrated on Thursday, May 29, at the Sanctuary of the Nostra Signora del Sacro Cuore, of the Bishops' Congregation, at Piazza Navona, Corso del Rinascimento, 27.
