Family records show that Willis H. Parris was born on August 30, 1822, to Joel Parris (1780-1834) and Diannah Page (1780-1858) in Overton (later Pickett) County Tennessee in the Obey River section while James Monroe was president. He was the grandson of James Parris who lived on Obey River before Tennessee was a state. His father Joel was a lieutenant in the Overton County Militia and W.H. served along with his brother Morgan Parris under Captain Wiley W. Huddleston with General Jackson at the battle of New Orleans. At the close of the Mexican War, W. H. was on the Overton County Committee to meet the caravan bringing back the body of Captain Creed Huddleston. In the 1870's W.H. was a Justice of the Peace and from 1875-77 he represented Overton, Fentress and Morgan counties in the Tennessee State Legislature. In 1880, W.H. was the Census taker in Overton County. He was a member of the Olympus Masonic Lodge, organized in 1877 and served as the first Senior Warden.
