CLOYSE WILLIAM "BILL" COLLINS, of Lima, formerly of Spencerville died at 4:16 a.m. Dec. 22, 1967, at St Rita's Medical Center.

He was born July 23, 1938, in Wood County to John and Edna Collins. On Feb. 16, 1958 he marrried Phyllis Fissel, who survives.

Mr. Collins worked in the packing department at Procter & Gamble Co., Lima. He and his wife operated the Fort Amanda Trading Post for 13 years. He had worked for Wolfe Industries and Lima Lumber. He was an Air Force veteran and served as a nuclear weapons technician with Strategic Air Command in Europe from 1956 to 1961 He was a member of the Harry J. Reynolds American Legion Post 191, Spencerville and Wapakoneta Eagles Aerie 691.

He was involved with the Boy Scouts of America for more than 50 years. His awards included the Arrow of Light, Eagle Scout, Explorer Silver Award, Vigil Honor, Silver Beaver, Scouters Key, Scouters Training Award and Scoutmaster's Award, which he received for service with Troop 2, Spencerville. He attended more than a dozen National Jamborees and National Order of the Arrow Conferences.

He was the president and curator of the Thomas William Collins World Stout Museum near Fort Amanda and a nationally respected expert in the history and display of the American Flag and Scouting history and memorabilia. He was a 1956 graduate of Spencerville High School.

Survivors also include a daughter, Penny (Jeff) Kill of Spencerville; a brother, John "Skip" Collins of Hanover, Ill.; and two granddaughters, Ashley and Brittany Kill both of Spencerville.

He was preceded in death by a son, Thomas William Collins.

Services will begin at 10 a.m. Wednesday atThomas E. Bayliff Funeral Home, Spencerville. The Rev. Doug Adams will officiate. Burial will be in Spencerville Cemetery, with military rite by the American Legion and Veterans of Foreign Wars post, both in Spencerville, followed by "The Scouts Benediction".

Friends may call from 4 to 9 p.m. today at the funeral home. Memorials may made to the Thomas William Collins World Scout Museum in care of the funeral home.
