World War II Commander of the all-African-American 369th Coast Artillery Regiment, inducted into federal service from the New York National Guard in January 1941. The unit's members were derived mostly from the Harlem district of New York City. Hooper served with the 369th Infantry Regiment as an officer in World War I. The 369th Coastal Artillery unit was formed and stationed in Hawaii, were it was given the Nickname "Hooper's Troopers." With the decline in need for coastal artillery, the 369th regiment was broken up in December 1943 and the troops distributed to three other antiaircraft artillery units. After the war Hooper was involved in New York City politics and held senior city administrative positions.
