Joel was the fifth oldest of the 12 children of Wing and Eunice (Stevens) Spooner. He was born and raised in Petersham, Mass. He was a carpenter by trade .In 1811 he moved from Massachusetts to the town of Keen in Essex County New York where he resided for over 25 years. In the late 1830's he moved to Ogdnesburg in St. Lawrence county, NY where he lived his remaining years.

Joel was married to Lydia Trow (daughter of Captain Israel and Mary (Clapp) Trow). They had nine children
