Jim was born in Cloud Co., Kansas to Hiram Arthur Coate and Dora Ellnora Bumgardner.

Jim attended Winfield High School in Winfield, Kansas. After graduation in 1927, he attended Kansas University but never graduated. He worked briefly as a public school teacher in Oakland, Kansas.

Jim was married to Henrietta Catherine Bode on Sept. 26, 1942, in Kansas City, Missouri, and they had two children: Arthur and Robert.

Jim was a lead civil engineer for the U.S. Army Corps of Engineers, supervising projects in the Kansas City and Omaha districts. He was notably responsible for the construction of the Harlan County Reservoir Dam in Nebraska from 1946-52.
