Born the son of Allen Eusbon Bullard (1810 – 1860) and Louisa Matilda Redwine (1817 – 1897) and married Frances L. Busby (1853 – 1884) and their children were Willie H. Bullard (1874 – ), Oscar L. Bullard (1878 – ), Junius Jeter Bullard (1880 – 1954), Lillie Bullard (1881 – 1950) and Nannie Bullard (1884 – ). After Frances' death Charles married in 1889 to Mary Elizabeth Morris Winn (1859 – 1925) and their children were Tiny Bullard (1890 – 1890), Charles A. Bullard (1891 – 1891), Carson Bullard (1893 – 1973), Ruby B. Bullard (1895 – 1936), Crystal Mae Bullard (1897 – 1972), and Jewel B. Bullard (1903 – ). Charles Lee Bullard served in the Confederate Army Company F, Miller's Regiment, Georgia Infantry in the Civil War enlisting in Shreveport, Louisiana and discharged in Hempstead, Texas in May 1865.
