Vermont Lieutenant Governor. He attended local schools and enlisted for the Civil War in 1862, serving as a Corporal in Company K, 10th Vermont Infantry. He participated in numerous battles and was wounded at Winchester in September, 1864, which resulted in the loss of his right arm. After his 1865 discharge Mansur graduated from Montpelier High School and and Derby (Vermont) Academy, taught school and became Postmaster in Island Pond, serving from 1867 to 1885. He also studied law with Lieutenant Governor George N. Dale, was admitted to the bar in 1875, and practiced in Island Pond until 1892, when he gave up practicing law to become active in the lumber and banking businesses. Mansur served on the staff of Governor Samuel Pingree with the rank of Colonel and was active in the Grand Army of the Republic. He was also a trustee of the Vermont Soldiers Home, the University of Vermont and the Vermont Agricultural College. An active Republican, he was Essex County State's Attorney from 1886 to 1888, and served in both the Vermont House (1886-1887) and Senate (1888-1889). He was Lieutenant Governor from 1894 to 1896. In 1896 Mansur was appointed US Collector of Customs in Island Pond, a position in which he served until 1906.
