Earl was born in the Cherry Valley locale of Stroudsburg, Pennsylvania, the beloved son of Whitfield and Laura A. (Oberholtzer) Swayze and brother of Cora.

He enlisted July 27, 1917, U.S. Army, Sgt. EVAC 18 MD, served as a medic in WW I, and suffered "shell shock". He was honorably discharged June 14, 1919.

On August 13, 1926, he was approved by Court: first policeman, Upper Moreland Township, Montgomery County, Pennsylvania. He was Chief of Fire Department, an ex-serviceman, one of the organizers of American Legion Liberty Post 308, in which his mother, Laura, was very active. He was the first Chief of Police of Willow Grove in Upper Moreland Twp. and served for ten years.

He and his first wife, Margaret "Peg" (Null) Swayze, were divorced.

He married Caroline "Kay" Keep in 1949 in New Jersey, daughter of Charles and Annie Keep.
