Jacob was the son of N.Y. Revolutionary War veteran John Lepper who is buried in Elmwood Cem., DeWitt,Ia and Mary Prime/Braeme who were married at Stone Arabia, NY Aug 28, 1803. Jacob married Lucia Walrod, dau. of N.Y. War of 1812 veteran Johannes Walrath (sic)and Leah Bradt, in NY. The Walrod/Walrath and Lepper families are both of Palatine descent arriving in N.Y in 1710 from Germany.
Jacob, with members of the Walrod and Lepper families came to Iowa Terr. in late 1839. Previously,they were in Erie Co, PA by 1832 when their dau. Mary, my gt.gt.grandmother, was born. She married Cotton Smith Mather and is interred beside him in the Greenfield Cemetary in Calhoun Co., Ia.


From the 1879 History of Clinton County:

The first election held in the township (De Witt) was in April, 1840, at Abraham Folcke's, at which there were present about twenty persons, at which election John F. Homer was designated as Justice of the Peace, and Jacob Lepper as Constable

Center Township was organized in March 1852, and the first election was held in April, at the house of Jacob Lepper.

The first tavern on the stage-route, between Lyons and DeWitt, was kept by Jacob Lepper at the grove in section 13. It was of brick, and a well-known wayside inn.


The Journal of the House of Representatives from Dec. 8, 1852 notes that he served in this body and was elected a fireman, "whose duty it shall be to keep fires in the committee rooms".

Resolved, That Jacob Lepper, Fireman of the committee rooms, be required to discharge the duties of assistant fireman of the House, in addition to his other duties.
