Riley married Hester Ann Hackworth (daughter of Thomas Hackworth and Lucretia Spradlin) on Jan 29, 1868 in Letcher County, KY. ceremony performed by Arch Craft M.B. Church at his home. Witnesses: John Adams and Jesse Hackworth

He and Hester moved to Johnson County, Ky. in 1911.

From the Letcher Heritage News, Vol. VII, No. 1, Page 43:
Riley enlisted as a private in Company D, 10th Regt. Ky Infantry on October 4, 1862 at Whitesburg, Ky. He was made corporal of company D in 1864. Riley's father was a captain in company D. Riley's two brothers Henry and Andrew were privates in Company D.

Riley's brothers Henry and Andrew appear in his pension records with the following statement: "the said Riley Webb, was a faithful soldier while in the service and always obeyed the commands and orders of his officers in every respect" Pension records show that Riley surrendered on April 22, 1865 at Cumberland Gap, Ky. He was also paroled on April 22, 1865 at Cumberland Gap, Ky. Riley received a pension for service in the Confederate Army #1558.
