Oliver was the first son born to Henry Moser, 1830 to 1896, and Nancy Ann "Elizabeth" Wilson Moser, 1833 to 1921. He had one older sister, three younger sisters, and three younger brothers.

Oliver and Emma were married on April 10, 1884 in Lyndon, Osage County, Kansas. During their marriage they had six children born in the following order; Ray and Roy (twins), Walter, Maudie, Ida and Elsie.

After the early death of his wife Emma, Oliver married two more times. First to Daisy Alice Bennett, about 1905 in Oklahoma, and then to Minerva Dennis on January 2, 1913 in Yale, Payne County, Oklahoma.

Oliver had three children with Daisy. They were Oliver and Luther (twins), and Merritt.
