Dr. Garlick was born to Rodolphus and Annie Porter Garlick. He grew up in Union and Logan counties in Ohio and learned the blacksmith trade after the untimely death of his father. He was just getting started in the trade when he was riding bareback on his Canadian pony and it threw him breaking his arm. He then lost his blacksmith equipment to creditors before he could get back to work. He next went to work as a sailor on the great lakes, but later studied medicine. The list of men serving in the War with Mexico from Union County included C. P. Garlick who served in Company C, of the Third Ohio Regiment. He spent two years in the California gold fields and then returned the Ohio. Carmi moved to Wisconsin where he was given charge of a hospital. During the Civil War, Carmi was appointed Surgeon in 14th Wisc Vol 25 Apr 1863; 35th Wisc. 1 Mar 1864 he became ill during the seige of Vicksburg and was discharged due ill health 11 Feb 1865. He had returned to his family in Ohio but moved back to Osceola, WI where he died having never fully recovered from his illness contracted during the war. Carmi had married Mary Minerva Lane 21 May 1840 and she died 9 Sep 1840. Carmi remarried Elizabeth Bennett Thompson 12 May 1842.
