Tanzanian Statesman. He served as the 8th Prime Minister of Tanzania from December 30, 2005 to February 7, 2008. He was educated at the University of Dar-es-Salaam. In 1978, he was conscripted into the army and fought in the Kagera War between Tanzania and Uganda. He went on to earn his MSc. Development Studies from the University of Bath in the United Kingdom in 1984. He started his government service as Minister of State in the Prime Minister's Office during President Ali Hassan Mwinyi's second term. In 1995, he was elected to Parliament and two years later, was appointed to be Minister of State in the Vice President's Office for Environment and Poverty. In 2000, he became the Minister of Water and Livestock Development. After the 2005 elections, he was appointed prime minister and went on to serve in this post until 2008, when he was forced to resign because of a corruption scandal. He remained on the political scene after stepping down.
