Thomas W. Carter was born in Abbeville District, South Carolina, the son of Edward R. Carter, Sr. and brother of Matthew M. Carter. He attended medical school in Augusta, Georgia, and afterward married Lucinda A. Tompkins in 1849. They had one daughter, Hannah, who married James McNeil. Carter married Mary C. Dozier circa 1875.
