Arthur, commonly known as Jack Smith, was a Welsh player who played for Chelsea prior to the Second World War, having signed from Swindon Town. He made 45 appearances for Chelsea.
Jack was an RAF Flight-Sergeant during WWII, stationed in the Midlands and guesting for West Bromwich Albion.
He tumbled off a kerbstone and had his foot run over by a bus. The injury ended his career

Following the War he became West Bromwich Albion's first full-time manager, taking the side back to the First Division in 1949. He was dismissed in 1952 and went on to manage Reading, replacing future Chelsea manager Ted Drake.
