Cecil was raised in his early years in Brush and then lived most of his life in Denver, where he worked until his health forced him to retire. He then moved back to Brush.
Survivors include his daughter, Deborah Madrid (Tito) of Denver, his son, Kenneth Robert Lombardi of Denver, brothers, Glen Skinner (Marilyn) of Wiggins, Rick Baird of Greeley, Randy Wetzbarger (Donna) of Frederick, sister Candi Dockins of Denver, five grandchildren, and four great grandchildren, and many cousins and aunts.
He was preceded in death by his parents, one brother, Tom, and one grandson.
