Isaac was a son of Daniel Boone Fry and Margaret "Mary" Ann McMahan. His brothers were Abraham "Abe" Fry and Thomas Jefferson Fry.

Isaac served in the Civil War as a Private in Company A, Pennsylvania Infantry, October 1, 1864 to June 7, 1865.
