Fran, age 94, died in Bon Secours Maryview Medical Center. She was the daughter of William Wiatt and Ethel (Topping) Folkes. She graduated from Westhampton College of the University of Richmond in 1934. She married Capt. Fisher Shinholt Blinn; he died in 1950. She married Lee Duncan in 1957; he died in 1991.
She is survived by her children, Barbara Forbes, Suzanne Rasmusson, and Robert Blinn, three grandchildren, and eight great-grandchildren.
A memorial service and burial was held in Harmony Grove Baptist Church in Topping.
