C. C. was a talented young musician and a professor of music at at Dr. Root's Normal Musical Institute of Erie, Pennsylvania.

He and his wife (the former Inez Hay) had been touring "Out West" since July of 1882 on advice of his physician for rest and recuperation and had been in Colorado Springs for six weeks prior to him being struck with a lung hemorrhage on the 4th of September, from which he did not recover. The couple were only married for 2 years at the time of his passing.

His vast legion of friends started the "Williams Monument Association" in Gustavus, Ohio in January 1883 in order to purchase and erect a suitable monument for their friend.
