Peter Sullivan was the youngest of seven known children born to John Bull Sullivan and Mary Ann Cowenhoven of New Brunswick, New Jersey. He was aged 19 and fair complected when he enlisted at New York into the US Navy in May 1864.

In 1870 and 1880 he was living with his mother in New Brunswick, and was working in a cotton mill in 1880. In 1900 he was living in Ward 3 of New Brunswick by himself, being called widowed, though a record of his wife's name has not yet been found. Peter was mentioned in the 1905 obituary of his brother, Edward B. Sullivan.

Peter was the purchaser of a plot with four graves in the Evergreen Cemetery in New Brunswick. Since he was widowed in 1900, this is likely where he buried his wife.
