Cecil was born November 8, 1931, in Ashland, KY to the late Orville and Bertha Hamm Armstrong.
After high school, Cecil went on to proudly serve his country in the US Army. Upon discharge from the Army, Cecil went to work for Armco Steel with 43 years of dedicated service before retiring.
Cecil loved to study his bible and attend church. He enjoyed spending time outdoors fishing, hunting, swimming. He also enjoyed working on homes, was very artistic, and spending time with his family and grandchildren.
In addition to his parents, Cecil was preceded in death by siblings Phyllis Hutchinson, Shirley Murnahan, Robert Armstrong, Curtis Armstrong, and Calvin Armstrong.
Survivors include his loving wife of 70 years, Phyllis Slone Armstrong of Ashland; children, Deborah Burchett (Joe) and Gregory Armstrong (LeAnn) all of Ashland; grandchildren, Thomas Jurta (Regina) of Ashland; Shawn McCarty (Chasity) of Winchester, Tiffany Conn (Justin) of Ashland and Justin Armstrong; great-grandchildren, Braxton and Bailey Conn and Lauren and Avery Jurta; brothers, Jim Armstrong of Ashland, Carol Lee Armstrong of California and Keith Armstrong of Florida, along with a host of extended family and friends.
Graveside funeral services will be conducted 2:00 PM Thursday, September 7, 2023, at Kentucky Veterans Cemetery Northeast in Grayson by Pastor Ed Cook. Military services will be conducted by Kenova American Legion Post #93 and the United States Army.
In lieu of flowers, memorial contributions in Cecil's memory may be made to Community Hospice Care Center, 2330 Pollard Road, Ashland, KY 41101.
