Clarence James Hayes was born on August 10, 1918 in Steelton, Wetzel County, West Virginia, the son of James Omer Hayes (1866–1947) and Anna "Belle" (Nicholson) Hayes (1880–1961). {It appears that Anna Belle was born Anna Belle Patterson and later adopted into a Nicholson family. According to census records, James and Belle were married about 1898.}

Clarence was married 1st as the 1st husband of Willa Lorain (Yoho) (Hayes) Bias (1922–2010) on September 10, 1940 in Frederick County, Virginia. They were later divorced, and he was married 2nd to Mollie Spring.

A US Army veteran of World War II and a truck driver living at 101 Travis Drive in Hendersonville, Sumner County, Tennessee, Clarence was 48 years old and married when he was a driver in a 2-car accident on December 17, 1966 on Gallatin Road in Nashville, Davidson County, Tennessee, and his spine was badly injured. He died December 25, 1966 at Nashville's VA Hospital, and burial was four days later in Greenlawn Cemetery in New Martinsville, West Virginia.
