Joe was born in Texas City, Texas, to the late Joe W. and Beulah (Reese) Richards. He spent his childhood in Kentucky before moving back to Texas. Joe graduated from Leonard High School in 1952 and attended Arlington State University. After graduation, Joe began his career with Community Public Service which later became Texas-New Mexico Power Company. He retired after 42 years of service. Joe married his high school sweetheart, Jerry Dean Pannkuk. They shared a love of traveling and RV'ing and working in the community and church. Joe was a member of Live Oak Baptist Church.
Joe was preceded in death by an older sister, Virginia.
Joe is survived by his wife of 53 years, Dean Richards, of Gatesville; daughter, Pam Richards, of Wolfe City, Texas; son, Jody Richards and wife, Connie, of Azle, Texas; grandchildren, Rodney Ross and wife, Lauren, Lori Johnston and husband, Chris, and Joseph, Maddison and Reese Richards; great-grandsons, Chance and Dylan; sisters, Margaret Ruff, of Royce City, Texas; and Millie West, of Rockwall, Texas; and many other family members and friends.
