Arthur was the son of William & Agnes Katherine (Lynch) Allender. He was born in National City, San Diego, San Diego, CA (according to CA birth records). His two siblings were Margaret Mary (Allender) Rossiter Gillen Straw (1893 - 1988) and Irene Catherine Allender Rossiter Luekan (1909-1977). The three children were born an Allender. Their mother may have married a Mr Rossiter (no evidence to support it) after the death of her husband, William Allender. The children may have changed their surname to Rossiter because of their mother's remarriage or they changed their Allender surname because of the stigma attached to their father's crime. Their biological father was the perpetrator of a gruesome murder - suicide in Arizona in 1912 that was reported far and wide in Arizona newspapers.

In addition to Arthur William Rossiter, born 23 May 1920 in Yuma, AZ, Dora was the mother of a second child, Paul James Rossiter, who was born on 13 May 1922 in Los Angeles County, CA (according to CA birth records) who died shortly after the sinking of the USS Peary (DD-226) on 19 Feb 1942 in an Army hospital in Western Australia. His remains were buried in the Adelaide River Cemetery, Adelaide River, Northern Territory, Australia. About 1943, his remains were removed and reinterred in Rookwood USAF Cemetery in Sidney, Australia. After the end of WWII, Paul's remains were repatriated and interred in the National Cemetery of the Pacific in Honolulu, HI on 24 Jan 1949.

He was divorced from his wife, Dora Land Rossiter.
