Raymond was born on May 27, 1931, in Concord, North Carolina to Raymond, Sr. and Evelyn Goodman Kluttz. In high school, Ray moved with his family to Silver Spring, Maryland, where he graduated from Montgomery Blair High School.

Ray met his wife Dorothy Lang at a Giant Food Store in Washington, D.C., where he carried out her groceries. They were married on September 26, 1962, in the St. Luke Lutheran Church, Silver Spring, Maryland. After marrying, they began their family in Washington with the birth of their first daughter Alice, subsequently moving to Dale City, Virginia, and then adding a second daughter Amy while living in Hernando, Mississippi. Ray's principal vocation was with the United States Postal Service involving maintenance in bulk mail facilities and led to the family's moves. In 1975, an on-the job injury led Ray to medically retire from the postal service and he returned with Dorothy to her hometown of Fredericksburg where they lived for over 40 years. Once in Fredericksburg, Ray returned to the postal service where he worked for many years in the local post office.

Ray loved having German cars and working on them, even restoring several VW Karman Ghias, including a convertible. He liked to grow things, having planted tomatoes as recently as this spring. He was creative in designing and making stained glass lamps and art, cooking great meals for his family, and even repurposing a swimming pool into a greenhouse. He always had the latest electronic gadgets, and his maintenance background meant that he could fix almost anything. Ray also had a love for animals. His and Dorothy's house was always a home for cats and usually a dog or two.
