South Carolina Governor. He attended Union College New York, in 1880, studied law, was admitted to the South Carolina Bar in 1886 and proceeded to practice law in Aiken. He was director of the Bank of Commerce, a trustee of South Carolina College, a member of the South Carolina House of Representatives, (1888-91) and a member of the South Carolina Senate, (1892-93). In 1894, he was elected as a Democrat the 85th Governor of South Carolina, serving until 1897. As Governor, he supported women's suffrage, worked to improve education in the state, sought legislation to improve working conditions in mills and factories and opened what is now the University of South Carolina to women. After leaving office, he served as a Major in the U.S. Army, acting as Inspector General on the staff of Major General J. Warren Keifer during the Spanish American War. In 1922, he was elected to represent Spartanburg County in the South Carolina House of Representatives and was the chairman of the South Carolina Democratic State Executive Committee, until 1928.
