He was born on August 17, 1921 at Charles Town and was the son of the late Mike and Ethel Roper.
He was a retired auto mechanic with Harpers Ferry Job Corps. In earlier years he was bugler at the Charles Town Race Track, worked at Western Union, pin setter at the old bowling alley and an usher at the old theater. In later years he operated Rowland Stools and Stands at the Jefferson County Arts & Crafts and at other craft shows.
He was of the Methodist faith. He was a member of the VFW Post No. 3522 at Charles Town.
He was a veteran of World War II serving in the U. S. Army receiving the following decorations and citations: Victory Medal World War II, Asiatic Pacific Theater Ribbon with two bronze stars, Philippine Liberation with one bronze star, Good Conduct Ribbon and the Bronze Star Medal.
He was a kind man.
