Frances Rogers Draper was a daughter of Alma Hernando Rogers, the educator, and Frances Mary Huband. She received her early education in North Ogden and at Weber Academy in Ogden, and later obtained her B.A. degree from the University of Utah in 1912.

During her long life, Frances was active in community, educational and cultural affairs. She was a teacher for many years, was on the board of the Family Service Society, regional president of the American Association of University Women, and belonged to the Nut Club, the Knife and Fork Club, Phi Delta Theta Wives' Club and the Unitarian Women's Reading Group. She also particpated in her husband's active life in the state of Utah, and at one point stood as a candidate for the Utah lower house. She passed away in Salt Lake City at her home, of causes incident to age.
