U.S. Congressman. He served in the United States House of Representatives from Ohio's 14th District from January 3, 1987 to January 3, 2003. He graduated from the University of Akron in 1968, earning a Bachelor of Arts degree. Two years later, in 1970, he earned a Master's degree from the same university. He went on to work as an English teacher before going into politics. In 1983, he was elected the 58th Mayor of Akron and went on to serve until 1986, when he decided to run, as a Democrat, for a seat in the United States House of Representatives. He was successful in the general election that November and went on to serve in the House for eight terms before stepping down in 2003, after losing in the Democratic primary to Tim Ryan in a newly configured district. In 2006, he ran again for a seat in the House, but was not successful in the Democratic primary. He went on to serve in the Ohio State Senate from 2007 to 2016, when he was term-limited out of office
