Cecil Osborn Creal was born in Kiantone, Chautauqua County, New York on December 19, 1899 to Charles L. Creal and Edith B. (Stewart) Creal. He served in the U.S. Navy during World War I and, in the early 1920s, moved to Ann Arbor, Washtenaw County, Michigan. A Republican, he was elected mayor of Ann Arbor, three times, serving between 1959 and 1965. He was an Episcopalian and a member of the American Legion, Freemasons, Elks and Lions.

Mr. Creal married Dama A Godfrey of Ann Arbor in 1925. Together, they had two sons, Richard and Robert. She died 22 Sept. 1997 and is buried next to him.

He died in Ann Arbor, Washtenaw County, Michigan on November 20, 1986. Interment was at Forest Hill Cemetery, Ann Arbor, Michigan.

Ann Arbor's Creal Park and Creal Crescent are both named after Mayor Creal.
