Mr. Purcell was born in Warren, Arkansas. After graduating from Little Rock Junior College (now known as the University of Arkansas as Little Rock), he served in the United States Army during World War II and attained the rank of Tec4. He graduated from the University of Arkansas law school in 1952 and practiced law in Benton, Saline County, Arkansas.
He served as Benton's city attorney from 1955-1959. He then served as municipal judge from 1959-1966 until he was elected attorney general.
He ran for the office of governor of Arkansas in 1970 and lost to Dale Bumpers. He ran again in 1982 and lost to Bill Clinton, who later became president of the United States.
He was then elected to lieutenant governor in 1974 and served as governor for six days in 1979 to fill the unexpired term of senate-elect David Pryor.
Purcell married Helen Hale, and they had two daughters, Lynelle and Ede.
Purcell resided in Benton until his death in March 1987.
