Third son of Sir Gabriel Goldney, 1st Goldney Baronet of Beechfield and Bradentoke Abbey, and his wife Lady Mary Ann (Alexendar) Goldney. He was a British barrister who rose to be Chief Justice of Trinidad and Tobago, and was also High Sheriff of Wiltshire in 1910. He is also notable for introducing golf to Singapore in 1891. He attended Harrow School, and studied at Trinity College, Cambridge. He was called to the bar on April 30, 1869. On February 9, 1875 he married Jane MacGregor Laird, daughter of John Laird, Member of Parliament for Birkenhead. He held several appointments for the Crown; Chief Justice of the Leeward Islands, judge of the High Court of British Guiana and the Chief Justice for the Straits Settlements from 1887-1892. While he was serving in Singapore he noticed there was no golf course. He spearheaded the founding of the course and served as the first president. In 1892, he was appointed Chief Justice of Trinidad and Tobago and was honored as a Knight Bachelor the following year. Upon his return to England he was appointed High Sheriff of Wiltshire in 1910 and a Justice of the Peace.
