US Congressman. He attended Newark's Coleman Business College and graduated from the University of New York Law School in 1891, afterwards practicing law in New York City and New Jersey. He served on the Newark City Council from 1899 to 1903 and in the New Jersey Assembly from 1904 to 1905. In 1913 Taylor became Chairman of the Essex County Republican committee, serving until 1917 and attending the 1916 Republican National Convention as a Delegate. From 1916 until 1921 he was Essex County's Counsel. In 1920 he was elected to the US House of Representatives as a Republican and served one term, 1921 to 1923. He was an unsuccessful candidate for reelection in 1922, but won the seat again in 1924, serving one term, 1925 to 1927. After running unsuccessfully for reelection in 1926 Taylor returned to practicing law in Newark and served on the Essex County Board of Assessors, working until his death from a cerebral hemorrhage.
