U.S. Senator. He graduated from Ohio State University in 1939, from the Ohio State University School of Law in 1941, was admitted to the bar and commenced to practice law in Cleveland, Ohio. He was a member of the Ohio House of Representatives (1943-47), a member of the Ohio Senate (1947-51), and campaign manager for U.S. Senator Stephen M. Young (1958-64). On January 4, 1974, he was appointed as a Democrat to the U.S. Senate to fill the vacancy caused by the resignation of William B. Saxbe, serving until his resignation on December 23, 1974. He was again elected to the U.S. Senate in 1976, serving until 1995. After leaving the Senate, he served as the chairman of the Consumer Federation of America, until his death.
