As a youngster, he grew up experiencing farm life in rural Ohio. He attended Federal Creek, Mount Vernon, Windsor, and Highland Elementary schools in Ohio and started high school at Rome High School in Proctorville. In November 1944, the family moved across the Ohio River to Huntington, West Virginia, where he attended Huntington East High School and graduated in 1947 at the age of 15. He was the youngest in his class.
During his high school years in Huntington, he worked as a paperboy for the Huntington Publishing Company delivering the two local newspapers, morning and evening issues. After graduating from high school, he enrolled at the Huntington School of Business, earning a Junior Accounting Certificate in less than a year. Following graduation from the School of Business, he worked as an accountant for Smith Construction, SPB Coal Stripping, and S and V Trucking companies in Huntington. In addition, he worked as an accountant for Brandt and Joy Construction companies in Amherst, Ohio. He enlisted in the U. S. Navy Reserve in April 1949, and was honorably discharged in June 1953.
On December 4, 1949, he was baptized into Christ at the 10th Avenue and 21st Street Church of Christ in Huntington by the pulpit minister, Paul Gray. In late December 1949, he made the decision to attend Harding College now University in Searcy, Arkansas. He earned a BA from Harding in 1953 and an MA in 1955. While a student at Harding, he met the young lady who would become his wife, Doris Elaine Harmon. They were married while students at Harding in her hometown of Chicago, Illinois, in 1952.
During his Harding years, Bill preached in area churches including three years in Boydsville, Arkansas. In addition, he worked various jobs for the college, was an accountant for Lovell Construction Company, and operated a paper route for the Arkansas Gazette. He taught mathematics at Pangburn for the school year 1953 - 1954. Upon completion of his undergraduate and graduate studies at Harding College in 1955, he served as pulpit minister for the next five years at several churches.
In 1960, Bill and Doris moved to Lee's Summit, Missouri, to begin what would be a long and productive career with Western Electric. He became a computer systems developer, a production control department chief and a computer security administrator. In 1996, he retired from Lucent Technologies formerly Western Electric. During his years in Missouri, he taught Greek, I Corinthians, and Hebrews at the Raytown School of Biblical Studies. He also served as elder at the Belton, Missouri, Church of Christ and continued preaching as opportunities arose. During his lifetime, he was blessed with the opportunity to preach the gospel in nine states.
In 1997, Bill and Doris moved to Apopka, Florida. In February 1998, Bill began working for Walt Disney World Company based in Lake Buena Vista, Florida, where he served in various capacities for the next 19 years, retiring in 2016.
In 2008, Bill and Doris established the William and Doris Fulks Distinguished Chair of the College of Bible and Religion at Harding University in Searcy, Arkansas. The Fulks Chair became active in 2015 and will continue to serve the faculty, staff and students of the College of Bible and Ministry for years to come.
Bill has been a devoted husband, a loving father, grandfather and great grandfather, and a faithful servant of his Lord and Savior. He left this world as a faithful member of the Lord's church that meets in Plymouth, Florida.
Chapman's Mortuary will handle the funeral arrangements. A family viewing will be held at noon at the mortuary on March 13, 2023, followed by a graveside service conducted by Dan Campbell of Harding University and interment at the White Chapel Memorial Gardens in Barboursville, West Virginia.
