Jeptha M. Van Metre was born February 26, 1825, at Martinsburg, Virginia, the son of John Van Metre. He was a farmer and resided in Virginia, Ohio and Iowa. On March 16,1858 he married Ruth H. Stocker, the daughter of Louisa Snow and Amos Stocker. She died having given birth to their only child, Helen Van Metre (later Van Anderson) in January 1859.

Jeptha entered the army in 1861 as a private in Company H, 6th Iowa cavalry, and finished the war as a captain. December 1, 1868, he married Elizabeth Stocker, the older sister of his late wife. They had no children. He died April 6, 1886 in Benton County, Iowa.
