Cyril served in World War I in Battery F, 315th Field Artillery. He was a structural engineer in the Army Department and had been with the department for more than 20 years.     He joined the Government in 1929 after having worked for an architectural firm in Bluefield, W. Va. He helped design several of the Army's largest buildings, including Fitzsimmons General Hospital in Denver; the Army-Navy General Hospital, Hot Springs Ark., and installations in Alaska and Panama.
